| A. Events with alcoholic
beverages being sold to the public with cash or script

1. Permittee must obtain a
permit from the Dept. of Alcohol Beverage Control (ABC). |

a) If Permittee chooses a non-profit
organization to sell alcoholic beverages, the non-profit organization
must obtain a one (1) day license from the ABC. SMCA must provide
the non-profit with a letter permitting the organization to
sell on the premises. Professional bartenders must be used. |

b) If Permittee chooses to use a caterer
to sell the alcohol, the caterer must be affiliated with a restaurant,
which has a permit to sell. The caterer must then obtain an
additional permit from the ABC to sell specifically at SMCA,
offsite from their restaurant. SMCA will provide the caterer
with a letter permitting the sale on the premises. |

2. Permittee must obtain Liability
Insurance Coverage as outlined above under "Caterer".
SMCA staff shall determine the coverage limits. |

3. Permittee must hire contractual
security for the event with staffing levels determined by SMCA.
Contractual Security must cover all areas where alcohol is dispensed. |

| B. Events with admission
fee with caterer dispensing free alcoholic beverages |
| |
1. Permittee would not need
to obtain a permit from the ABC. |
| |
2. Permitte must obtain Liability
Insurance coverage as outlined in the permit and obtain liquor
liability coverage as well as outlined above under "Caterer". SMCA staff shall determine coverage limits. |

3. Caterer must obtain Liability
Insurance coverage as outlined above
under "Caterer". |
| |
4. Permittee must follow the
SMCA Alcohol Policies at the event. |
| |
5. Permittee must hire contractual
security for the event with staffing levels determined by SMCA.
Contractual security must cover all areas where alcohol is dispensed. |

| C. Events with no admission
fee and no caterer serving alcoholic beverages |
| |
1. Permittee would not need
to obtain a permit from ABC. |
| |
2. Permittee would need to
provide general liability insurance but not liquor
liability insurance. This is considered "incidental liquor
liability" which is covered under the general liability
portion of the insurance. |

3. Permittee must follow the
SMCA Alcohol Policies at the event. |
| |
4. Permittee must
hire contractual security for the event with staffing levels
determined by SMCA. Contractual security must cover all areas
where alcohol is dispensed. |
